I own a 2008 BMW 328XI inline 6 engine with 199,000 miles. I just installed a battery and i have warning lights lit up on dash plus odd hiccups on revs on occassion. Just installed 3 days ago. I need to program battery before I do damage to alternator or the new battery. What is the cheapest ODB II scanner tool or bluetooth odb w app that I can program battery with. $50 or under? I live in Maryville TN/ Knoxville TN? Curious where are you relocated to in TN? Welcome to TN. I ll buy that Miata too

Its very unlikely you're going to find an OBDII reader under $50 that has that level of functionality.

Go to a professional mechanic and ask them what you exactly want to avoid extra pay.
