Ive Got a 2008 Chevy impala and for last couple a weeks ive replaced starter, Alternator and battery multiple times and yet my still reads low voltage ive also tightened and replaced battery terminals.. when i drive the car runs solely on battery power and sometimes shuts off and loses power while im driving and then will turn back on before i park. Do you think its the alternator wiring or the ecm ?

check your fusible link

Theres little to no information i can find as for as how to replace it and it says there are multiple fusible links but one from the alternator but where does it go or should i splice it ?

I said check it, not replace it. Use a multimeter or test light to probe the ends of the cable from the alternator to your battery. If there's no continuity then replace it with one from a parts dealer.
