Dodge avenger battery light on and reads low voltage and alternator is 16.3 voltage which is overcharging I guess what can it be

16.3 volts is too high. Voltage regulation on modern vehicles is handled by the ECU so you may have an ECU problem.
You have not specified where you are reading voltages from. What is the actual voltage measured at the battery?
Those cars are notorious for engine, transmission, and electrical problems.
