I tow a 17' boat with it, the trailer doesn't have brake, I was wondering if their was brake pads and rotors that would be better than an EOM part for it?

Sure you can go aftermarket and get drilled and slotted rotors and if you want to go that far you can look for carbon fiber brake pads.
