Replaced heater core, coolant, thermostat, blend door actuator(actuator turns when adjusting heat knob). Both hose to heater core are hot. Car does not overheat. What else can I look at?

Check the coolant level.

Probably air in the system. Park the vehicle facing uphill, turn the heat control to High and run the vehicle for a while. Then, check your coolant level. Sounds like you need to completely purge the air from the system.
