Hey Scotty, The Dodge is at it again. Got all the breaks working now the horn and 115V inverter quit... But, wait it breaks better... Asked one of my kids for help and raise the hood. Kid said its way to hot to her hand under there. So I raised it my self and she was right it was hot hot. So I noted that under the fan shroud there is an electric fan attached to the radiator. My first thought was shouldn't that thing be running with this much heat still pouring out of the engine well. Well, I got the cover of the "Totally Integrated Power Module", fancy way to say fuse box, located both the fan relays and tested them. Pulled'em out and put them back in. Next, I went to check the fan plug. WTH?! it was disconnected. Well, no sweat just plugged it in and nothing.
Troubleshooting so far:
1. Checked continuity from relay sockets to end of plug. was able to find it on one wire from relay 1. Suspect relay one need to be pulled in for relay 2 to show continuity.
2. Pulled fan shroud back and free spun fan. Felt no binding.
3. checked 60amp fuse. Good.
4. Attempted to bypass relay using piece of wire in the relay socket.
5. Need to test the ground wire to the fan plug.
Next really big question.
WHERE THE HELL DID DODGE HIDE THE HORN RELAY!!!!! Can't locate that stupid thing anywhere.

The fan itself is faulty. Replace that.
