How long do you plan to keep this vehicle (and how much mileage would you add) if you bought it?  Ford is not known for making the best, long-lasting hybrids (that honor goes to Toyota).  Combine “Ford hybrid” with “auction” - I see a red flag there.  I would pass on that vehicle despite its lower mileage, and used hybrids in general.  It’s out of warranty and if something goes awry with the hybrid system, it will cost more to repair assuming the specialist can even fix the issue (you will need a mechanic that knows how to work on hybrids - those are harder to find) - too much incompetence out there.

the car is at auction.

Don't you think this can be a red flag?

Buying any 12-year-old hybrid is not a very good idea. Expensive repairs ahead.

the car was used as transportation for senior citizens at an old folks home, the car was parked in a heated building when not in use. no rust

If it was a private party selling a 12 year old Prius with that kind of true mileage and my mechanic approved the car then I might have considered it, but it's a Ford and in an auction so just like everyone else here I would say not a good idea to buy it.
