When I start the car from a cold start its making a humming noise , humming noise goes away when car warms up, but when steering I get pulsation in the wheel and a humming noise ,, I added power steering fluid and I noticed it leaked a little .. car has 180k on it and I live in NJ
Your power steering pump may be wearing out. Where is the leak coming from? (Pump shaft seal? Leaky hose?) When is the last time the power steering fluid was changed?
I didnt put it up in the air. I noticed fluid on the ground near where the resivoir would be , too be honest im not sure if I ever flushed it , if I did it wouldve been below 100k

Sounds like the fluid is bad.
Find where it's leaking. You can add some UV dye to help. If the pump is leaking it would need to be replaced and of course you'd change out the fluid at that point. Otherwise if it's a loose or leaky hose fix that and change the fluid to see if that helps.
