I have a 2011 Toyota Rav4 2011 with 160k the hazard lights will not turn on when the car is off, however the hazard lights will turn on when the car is on acc or on. I'm not sure what's wrong. The fuse is good and also the flasher is new. The four signals lights are good.

Check the fuse for the "always on" circuit. After that, check the switch itself.
