I have a 2012 Mazda three the power steering cuts in and out intermittently it’ll shut off and be real hard to turn and then it’ll come back on on its own. is it the power steering pump going bad?

Maybe. The pump can be tested with a pressure gauge. Is there enough fluid?
The fluid level is fine it’s right in the middle between max and min
Then the pump is suspect, but it could also be your steering rack. As I said the pump can be tested with a pressure gauge.
