2013 Chevy Silverado won’t shift from 1-2

My brother has a 2013 Silverado V8 5.3L SEFI;FFV with ~63K miles. Yesterday he was pulling a trailer and when done it won't shift from 1-2 even at 3,500 RPM. I used my INNOVA 5610 scan tool and found no codes. YouTube searches say it could be 1-2 Accumulator? Anyone have any experience with this issue?
