I have a 2008 RAV4 with only 124,000 miles on it. Runs perfectly, but because it’s a 2008, it burns oil. A mechanic told me to add some Lucas oil stabilizer to help-is that stuff any good?

No, it's snake oil. No additive is going to fix your oil burning problem.

Like @chucktobias says, that stuff is snake oil- it is meant to squeeze a little more life out of a car that is destined for the scrapyard. How much oil does your car burn? Sadly most modern cars. If they burn less than 1 quart every 1000 miles the manufacturer considers it normal.
