No. But you have 2 symptoms. The gear shift interlock and a Crank, No Start.
The interlock solenoid needs 2 things to work. Power from the ignition switch AND the brake pedal to be depressed.
Considering the shifter SHOULD be able to be moved from the Park position with the brake depressed with the ignition switch in ON/RUN even if the car isn't running AND the car will crank and start using Power from the ignition switch even if the brake pedal isn't depressed (shifter in P or N) the common denominator seems to be the ignition switch OR a circuit issue to or from the ignition switch (fuse/wiring).
So, 1st have somebody turn the key to ON while you listen at the gas cap to confirm the fuel pump is running for a couple of seconds.
Then do Scotty's Crank/No Start drill.

I’d like to hear others chime in. But from my personal experience, it seems a car can only be started in Park or Neutral, regardless if the gear shift lock is used or not.
I don't understand the question. What are you trying to do?
