Engine RPM fluctuates when braking

2013 LEXUS IS250 AWD with 78000 miles

Can anyone help me with this situation? It's been doing this ever since I got my oil change. I cleaned out the maf sensor, and the throttle body(not thoroughly). Sorry for the bad camera angles. but you can see that my RPM fluctuates when im braking to a complete stop, and when i accelerate, my mph lags just a little. Could this be carbon build up?

I also tested for a vacuum leak. there wasn't anything leaking. I used my smoker detector. Saw nothing.

Wow! There are many things that can cause that. You can get minor vacuum leaks, especially on the intake manifold. That'll do that. Dirty fuel injectors can do that as can many other things even worn out spark plugs. I would start basically by checking spark plugs, air filter and prayed something simple like that or even a loose vacuum hose
