I saw a post for a 2013 Volvo s60 T5 Premier Plus Sedan the seller states they has a serpentine belt installed however now it only crank no start. Would this be a good purchase?
P.S. I have 0 car knowledge aside from changing a tire and oil change.

It certainly would not be a good purchase if it won't even start. Even if it were running those are high-maintenance cars that are expensive to repair.

Even more reason not to purchase this vehicle - that and it already has issues. Pass on it.
