2014 Ford Escape, AUtomatic, 102000

 

theres a vaccum noise coming from the back of the car every 10-15 seconds or so. It continues after car shut off. I heard it coming from the fuel tank area. so I go and push the piece of crap "capless" hole and it makes the noise. so theres pressure in my fuel system I guess? 
Hooked up OBD reader got code P1450 Unable to bleed up Bleed Fuel Tank Vaccum. 
Also note. Everytime I fill up the car, It stutters and sometimes doesnt start like it wasnt getting enough pressure....wow I think I just made myself understand this by writing it out. It has to build up the pressure in order to start which is why it fails at first. (am i right?!) 

But why would it still be making the vaccum noise after a while of driving and continue after the car is shut off?

I would say you're going to have to replace that capless system sounds like it's leaking they are pieces of crap
