Hey Scotty, I live in Toronto Canada and in the cold months, my fuel consumption goes up by about 25%. Why?? Also, the ride in this vehicle is bumpy. We feel every little crack or bump in the road. Can we do anything about it? Thanks, Gene

Lots of reasons for fuel economy - longer time warming up/idling, more rolling resistance driving through snow/water, winter gasoline formulation... as long as it is running fine otherwise, I wouldn't worry.
For the ride, that's just part of the fun of owning a Subaru (they're all like that). Best thing you can do is upgrade your tires. Depending on what size wheels you have, you also might be able to go down one size (ie, the tire itself would have a taller side wall for the same overall diameter). If you are feeling adventurous, if you install HushMat or something like that, you can reduce noise and vibration and give it a more luxurious ride.
But don't mess with the suspension; nothing good would happen there.
