While I was at my local dealership buying oil and oil filter for my 2015 Subaru Forester I thought about buying the fuel filter for it. Their parts guy said they don't sell the whole filter assembly just the filter he said when the fuel filter is in the tank you do not have to replace them. Then he said their service department does not change them if you do have to change the fuel filter at what mileage does Subaru recommend you change it. And where can I buy the whole assembly at. Personally I thought the guy was crazy cause thought all filters in a vehicle needs replaced at the manufacturer's recommended mileage. Am I right about thinking he was crazy. Why would they even sell the filter and assembly if you can't replace it am I right in my thinking .

You should ask from a mechanic about that not a part department. People who work in the parts department were used to be mechanics but nowadays, the pay is low and they hire almost anyone, especially in the dealers where thymus want to cut the costs.
