Well, I do not advise buying Volkswagens because they are endless money, pets and extremely hard to diagnose. But if it happened right after changing the filter, you may have got a cheap filter. That's clogging it up too much or when you change the filter debris have gotten into the system. In that case, I drive some good diesel cleaner in the tank and pray that would clean the crud out of it. But of course it's a ve. It might be a complete coincidence I could be many of other things

I only shared the filter replacement because everybody says to try replacing it. The behavior is more like intermittent spark problem.  My two cents on the vehicle, other than this issue it has been issue free and very reliable. I'm trying to avoid VW diagnostics (endless fees for shotgun maintenance) 

I will look for a diesel detergent and give that a try.
