Hey Scotty, I have 2016 Lexus RX 350 Front wheel drive with 82k miles.
I drive ~4k miles/year in the Midwest (very harsh winters and relatively mild summers).
Should I still change my oil (0W-20) once or twice a year?

Yes. If you don't drive it enough then contamination builds up.
