My dashboard lights up like a Xmas tree. Emmission issue, key less entry problem etc. etc. What is causing this and I failed one line item and got Refussal on inspection. I think it;s and OBD issue

well it might be one issue, or it might be several. You gave us next to nothing to go on, though. At minimum we would need the results of a diagnostic scan and a description of any symptoms you encounter. The inspection report would help as well.
The site obd-codes.com has pretty good troubleshooting instructions for you to follow if you're going to DIY. Otherwise you should probably take it to a competent independent mechanic.
