I found an used 2019 Hyundai tucson value pkg from an private seller for $21.500 with excellent warranty and it has 25275 miles. What do you think Scotty?
I would personally not buy it, look at an older Honda, Toyota, or Lexus SUV for that money. Kia and Hyundai don't have great quality
I know Scotty isn’t a fan of Hyundai. And that price is dead on for average Kelley Blue Book. Nothing about it screams deal, other than the fact most dealers have raised prices because of the stimulus. Most of the used lots in my area look empty. I think you could do better buying from a private seller. Most people go to dealer because they need financing. If you can go to your bank, get pre-approved, then you can look for private sales. Find one you like, call your bank and setup the purchase. Or sometimes you can acquire the other sellers loan if they still have one.
Keep in mind the original 10 year/100,000 warranty only applies to the original owner. What is the warranty being promised to you on this vehicle? Is it backed by Hyundai?

Hyundai Motor Group (which includes Kia’s as well) are in general not well made vehicles, esp. for longevity, so if you wanted one it would be prudent to have the full 10 year/100,000 mile warranty intact (which only applies to the original owner).
