Would the accord hybrid ex-l be a better choice if brought brand new compared to the Camry hybrid xse. I am looking primarily for fuel efficiency. The accord hybrid is rated higher for fuel efficiency, but I have seen people get far less than the epa advertised mpg especially at highway speeds. So I am left a bit confused. I would highly appreciate an answer. Thanks in advance.
With these EPA numbers you should never expect to get those exact same numbers; they're pretty good at being close to actual numbers but never expect the exact same results. You're going to get good mileage whether with the Camry or the Accord, and Toyota and Honda are the best choices for hybrid vehicles. The good thing with the Accord hybrid compared to the not hybrid version is that it doesn't have turbocharged engine. So both are good choices, but I personally prefer the Accord because of the interior feeling more roomy.

You’ll get better gas mileage than comparable ICE vehicles, but not necessarily the EPA ratings. EPA ratings are not exact for ICE or Hybrids. But they do give you a good idea relative to each others ratings.
I usually recommend Toyota Hybrids over any other hybrid, even Honda. Toyota has 20 years of time tested hybrid technology. Prius technology has made it across their entire fleet.
BUT, Honda has a compelling hybrid technology. It is their third attempt at creating a hybrid system, and it is significantly different than their Honda predecessors, and even Toyota. Honda predecessors weren’t necessarily bad in terms of quality. They just weren’t as popular as Toyota’s technology.
Current generation Honda Hybrids are basically an EV but get its power from gasoline. Very fascinating. If it is was any other company I probably wouldn’t give it a second look, but it is Honda, a company known for quality and longevity.
Toyota Hybrids usually split the duty of propelling the vehicle between the ICE and the electric motor.
If you want tried and true, go with a Toyota Hybrid.
If you are willing to take a chance, go with the Honda Hybrid. Heck, drive them both and see what you like better.
I’m personally like to take smart risks, so I would go with the Accord Hybrid.
