I have a 1995 chevy k1500 with the 306 engine, 5speed manual. The 25amp 4x4 fuse keeps blowing (went through 3 already) and even 30amp ones blow too as the previous owner had put 30amp one in. The 4x4 doesn't engage and the light doesn't come on however the 2wd light does. How can I solve this?

that's what fuses are supposed to do. They sacrifice themselves to prevent your wiring from setting fire to your car.
When a fuse blows, it means that something is overloading that circuit. In other words ... you have a short... and you need to find it.
Inspect your wiring harness for damaged. The transfer case shift motor could also be failed.
Well, clearly there's some kind of electrical issue with the circuits that control the transfer case. Putting higher rated fuses in won't fix the problem. It's blowing them for a reason. In fact, it could cause even more damage by running more current through the circuit than it's rated for and even start a fire.
That thing is pushing 30 years old. Go underneath and check all of the wiring for cracked or broken wires. Check for corrosion on all connections. Use a multimeter to measure the current going through the circuit by touching both sockets of the fuse slot with the probes and compare it to what it should be. You may need to take it to a competent transmission shop.

Try unplugging the front axle actuator 1st and then seeing if the fuse still blows.
If it doesn't, you need to replace the actuator.
