I have a 93 Town Car that when I turn on my heat though the blower motor, I smell gas. The wiring has also been going out. What could be the problem?

You probably have a gasoline leak somewhere under the hood. That car is nearly 30 years old, so everything is suspect, in particular rubber hoses and other rubber or plastic parts. (Are you sure you're not smelling oil? You could have leaky valve cover gaskets with hot oil creating odors.)
What do you mean specifically by the wiring "going out"? That covers a lot of territory, and is likely to be age-related. What electrical system symptoms are you experiencing?
