My uncle is gifting me a 94 toyota celica st 1.8 but it won’t start if it’s below 70 degrees outside. He said that it runs great on warm weather though. Any idea what it could be?

It might be helpful to give more detailed information. Things like engine turns over or not. Starter doesn't even click. Any sounds or lack there of.
