When I start my 96 Dakota (180,000miles) on cold mornings I hear this whizzy sound come from the engine. When the temp is above 40 degrees (F) the noise doesn't occur. Not sure what it is, still trying to narrow it down. I suspect its the alternator, but I'm not getting any other indications that the alternator is bad, charging is within normal levels, no dimming headlights when there is a load. Removed the serpentine belt and spun all of the pulleys and there are no grinding or squeaks from any of the accessories. Here is a quick video of the noise, https://youtu.be/CB3rEvEg1AI. Well first of all just remove the fan belt that's the noise goes away you know it's something like the alternator if it doesn't go away it can be the starter can be all kinds of things but always remove a fan belt if you suspect anything making noise is built related
