My 1996 Honda Civic EX (manual transmission) speedometer will occasionally drop to zero while driving. When it does work it measures the speed correctly when I pass those "know your speed" signs. I swapped the instrument cluster with a '98 Honda Civic from the junkyard, and the replacement just sits at 20 mph while driving. With both instrument clusters the Tachometer, Fuel, Temperature and lights all work fine. Is this something repairable, or should I just get a supplemental device to keep tract of my speed and miles? Thank you.

You can check vss signal with a scan tool (maybe on that year). Inspect wiring/connections at trans. Your idea of supplemental device will def be cheaper unless you do all the work.
