Hi Scotty, I just bought a 1997 Celica GT 99,000 miles with no rust, for $4,000!
The car runs fine, but the convertible top won’t go down. I tried flipping the switch in the trunk, but I was afraid of forcing it down.
I’m also looking to replace the top.
Any idea what I could expect for cost?

Check the fuses, relays and the lift cylinder.
