scotty my brothers 97 prelude h22a4 5spd clutch pedal went to the floor and wouldn't come back up unless pulled up the car will go into gear when its off but not when its on, i was able to power shift it back home to a safer location but when we went to change the master and slave cylinder we cant get the system to bleed properly is this an indicator of the clutch kit going out as a whole or is there something were missing? thank you in advance

you could have a leaky hydraulic line

Agree with joe, if you replaced the master and slave, what's left is the line (most likely the issue) and fluid (not likely the issue).
