Scotty, my wife's 98 Camry has been surging intermittently since she got a tank of bad fuel. I tried to replace the fuel filter, but got scared and stopped. Didn't want to strip or ruin fuel line.
Question: can I test the fuel flow through the filter somehow? I realize pressure and flow are different
Question: if I try again to replace the filter and strip the flare nut or twist the fuel line, any advice as to how to fix?
I don't mind taking it to the stealership, but I've heard they don't like to do that work

After 200K plus miles, your fuel filter probably looks like the stuff that comes out of your gutters. If you're not comfortable doing the job, take it to an independent mechanic, NOT a dealership.
How is that thing still running with over 220K miles on the fuel filter? There is nothing to "test" with regard to the filter - that fuel filter absolutely needs to be changed, then if there are still problem those would need to be diagnosed separately.

Sort of. Poor flow will manifest as low pressure when measured with a gauge.
