I try to crank it for a minute straight with no start and and I turn it off and do it again and instantly it starts. It happens about half the time I try to start it. Could it a a fuel pump or fuel pressure regulator
What is a good amount of fuel pressure

Yes, or clogged fuel filter. I would have the fuel pressure tested with a gauge at the fuel rails to start. A scan tool can also read the fuel pressure.

My google searches show 30-45 psi for a 98 Crown Vic
