I have a 1999 Lexus ES 300 w 43000 miles (original) and I think the fuel consumption is not the best.
mom not getting any engine codes or lights.
the car runs great; but I can see the fuel gage slowly drop as I’m driving.
I don’t smell any fuel nor I see any leaks.

Clarification: Has it always been like this since you owned it?
What kind of gas mileage are you getting? Those are not economy compacts. Does it have AWD? Does it have a recent air filter? What do the spark plugs look like? If you have a code reader that can display live data, what does that show?
Reduce gas mileage is hard to diagnose over internet. There is many factors that can effect it .When was all the basic maintenance done. Half the time when gas mileage goes down it's not the car but the person driving. The weather has been cold and that will reduce mpg till car starts to warm. Use a scan tool and check the fuel trims. Also make sure the plugs, air filter are good as stated.
