Hello!
Question,
if my 99 tacoma rear axle seal is broken, is it more than likely my bearings are broken?

Did you check the fluid level? It depends on how much leaked out.
As long as the axle has sufficient gear oil in it, the bearings will be lubricated.

Which seals are you referring to? The seals where the axles enter the housing or the pinion shaft seal?
