  1. I have a 2013 Kia Sportage that I am working on the air conditioner I have already replaced the compressor control valve and then the expansion valve have drained vacuumed and recharge the system properly so that the gauges are showing the right pressure when it's idling air conditioner works fine it will blow ice cubes out of the vents but when you get it out and drive it down the road the air conditioner quits or if you're driving down the road and you try to turn it on the air conditioner won't work but when you stop and Parks vehicle and let it sit the air conditioner will come on what is the problem with the system

what does the condition of your condenser look like? Possible when moving it cannot heat transfer as it should and cause your concern.

I have cleaned the condenser. One thing i noticed..the cooling fan comes on at low speed when the ac is turned on but switches to high speed when the engine gets hot. Should it be running on high speed when the ac is on??

More typically the problem is the opposite - poor cooling at idle.

Are you certain that the correct amount of refrigerant by weight was installed? In modern AC system the charge level is critical and has to be within a few ounces. If a bit too much refrigerant was used, it might work OK at idle but pressures may be going too high at speed and the system cuts off the compressor.  (Pressures at idle might not show this with a variable-displacement compressor.)

Other than that it sounds like there might be a problem in the electronics which would require a dealer-level bidirectional scan tool to diagnose.
