2003 cr-v ex need freon should i vacumm first before adding extra freon

Not if just "topping up". You only would pull vacuum if evacuating the system, or if it is empty and exposed to atmosphere. Don't use one of those so-called "recharge cans" either, use a proper manifold gauge set and pure R134a without sealers or other potentially damaging additives.
