ALDL not working

2005 Ford Ranger Edge 2wd, 3.0, stick shift, 67,400 miles.

I purchased one of the Autel OBD2 testers that Scotty reviewed as my check engine light just came on. 

The device does not light up.  I tried it on my wife's Chevy Trax and it works on that vehicle.

How do I diagnose the problem with my Ranger's ALDL port?

I did get the check engine light to turn off by removing the negative cable for a few minutes and reconnecting it.  Note that the Ranger has always been in the deserts of Utah and Arizona so absolutely no corrosion problems.  All 4 O2 sensors were replaced earlier this year with NAPA's best sensors just as a preventative measure.

Check the fuse hasn't blown, 

I include a picture of the fuse box or SJB  in the link below.
