2015 Subaru Outback
What is the issue when the battery, check engine, oil leak, and steering wheel lights are on? How can I fix it and with what tools?

sounds like many issues. Start with a diagnostic scan.

The oil light is probably for low oil pressure due to not enough oil in the engine. That's one of the fastest ways to destroy your engine if not addressed ASAP.
Since the check engine light is on as has already been pointed out you need to perform a diagnostic scan. Load-testing your battery and alternator would probably be a good idea as well. (Computer modules don't like low voltage.)
