Alternator issue

I have a boat with a 4.3l chevy engine sterndrive 1995, the alternatir reads 18 volts with a meter but only charges at 2 volts i know alternator is bad but just wondering why charging voltage would be so low, charging at battery checked by volt meter and battery tester with charging capability

If the alternator is putting out 18 volts (way too high, defective voltage regulator) but only 2 volts is getting to the battery the cables must be in really bad shape.
