Can you recommend a quality scan tool that offers auto vin scan, but DOES NOT require WiFi in order to operate correctly?
Something that retails for around $400 would be great.

Clarification: What do you need the scan tool to do for you besides Auto VIN?

I have found the think car ones At 4 to 500 are pretty good
