Can an automaker get fined for a recall notice on a car? Automakers can also face a penalty for failing to recall (take Hyundai/Kia for instance. They were fined $210 million for failing to recall engines)

why would you require a company to fix something (issue a recall), and then punish them for it? That makes absolutely no sense.

They already get fined with free work they have to perform.
