2019 Toyota Avalon.
Just had 30,000 mile service. The service advisor told me that you should change the brake fluid. He said it was in the manual.
I checked and it's not in the manual. Should I have changed it?

Definitely not at 30k. Don't listen to this scumbag. He's just trying to wring money out of you.
Find an independent mechanic.
My manual suggests changing it at 150,0000mi, but it can vary depending how you drive, your climate etc.
A surefire way to check if it needs changing would be to use a moisture meter, or see if the fluid looks too discolored or contaminated.

Typical rule of thumb is every 3 or 4 years.
