For such a general question without any specific year, model etc, the general answer is.....Yes

I wouldn't say VW is known for oil leaks in particular.
Do they make junky cars? Yes.

They are noted for horrendously bad water pumps

It depends... They aren't particularly known for leaking oil, but they do have these kinds of issues much more frequently than most other car makers.

It probably depends on the model, or at least the specific engine, which you did not specify. I don't recall my 1965 VW bug experiencing anything unusual in the way of oil leaks when I had it.
