I have a 1999 Lexus ES300 w 45k original miles. The car has a pulsing effect and the lights flicker.
A Lexus Club chat states that this is common w this year (1998-2001) and the fix is one of two. One, change the alternator w 110amp or 130amp. Or, change the the O2 sensors.

Well of course you need to test it find a mechanic like me first thing you do is test the alternator and battery with our little computer it takes all of 3 minutes. And it's not that then you take it for a road test and our fancy scan tool will analyze the waveforms of the oxygen sensor to see if they're working or not
