I just purchased an activated charcoal filter that has NO arrow, I'm guessing it does not matter which way it goes in. I know with regular filters it does matter. It does have a # on the end. Want to do my rav4 good.

If it doesn't have arrows, it may have the word "Up" printed on it. You want to make sure the word is not upside down.

Usually the charcoal side of the filter should face against air flow. In other words, the air should pass through the charcoal media side first before going through the rest of the filter.

Go to Youtube and type in Rav 4 cabin filter. You'll get advice there.
