I have a diesel Mercedes with OM651 engine, and the car is hard to start in cold weather in the morning. No problems if outside is above 10 degree Celsius or the engine is only slightly warm. Used a scan tool but no codes. What could be the problem?

It could be the glow plugs. Do you also have other symptoms? Low power right after the engine starts, fuel from the exhaust before car warms up,..
