I have a 1999 Honda Odyssey with 12000 miles with code
P0420 catalyst system efficiency below threshold b1
do I need to replace the catalytic converter or is there another fix?

There are possibilities that your cat is going bad because there are some issues with the car. Before replacing the cat, you should figure out the engine problems and resolve them. Also, Scotty has a video on how to clean the cat. you can follow that to see if you can improve your cat efficiency.
