1996 Chevy neon manual trans. My car was running fine with the exception of starting, it would struggle a bit but it would turn after a couple tries, so I decided to change my starter. After changing it unfortunately it would not turn on, I had no electricity not even my dash or the door light turned on. The battery is fine and the starter is also, the fuses are fine I just don’t know what the problem seems to be?

and one more question, when I had changed my starter I realized that the lower bolt that holds the starter Down did not actually hold the starter down and served no purpose to the car, is that normal and can it cause problems with the car or starter?
