I was looking at a chip for my car that the manufacturer claims an increase in HP of 20, 40 or 60 (cost increase for each level), here's their website https://www.chipyourcar.com/ It sounds unbelievable to me, is there any truth in the claims? This plugs into the OBD port.

There are alot of ways to chip.
If you buy a chip online and chip your car into the obd11 port.. I believe all this does is put in a generic program to enrich the fuel mixture and some of them done even work.
If you get professional done on a dyno tune and the fuel inject reprogram your ecm for your car this is more scientific.
