Hi I’ve got a 2017 Toyota Fortuner deisel in The Philippines. Do all Toyota products world wide use OBD code scanners now?

Yes. Get the bluedriver by lemur. Best bank for you buck.

OBD2 was made mandatory in the US in 1996. I doubt Toyota would remove it for the Philippines. It is simple to check your car though. The OBD2 port appears to be below the steering column on the Fortuner. Also there should be a OBD2 certification sticker in the driver's door. If you can't find either then it probably does not have OBD2 (very unlikely).
